TRADES POSTED: Letter to the Commission Social Affairs and Members of the Legislative Assembly DPG-02-08
San Rafael de Heredia, September 10, 2008. Monday, September 22, 2008
Im 15 And I Like To Wear Tighty
Gentlemen
Corporation Dear Sirs:
is my desire to greet and also to inform you that on 8 September, the population was quoted rafaeleƱa to the Canton City Hall, in order to make formal call delivery
Declaration Piedra Grande "
whose principles were adopted on September 2 earlier in the events hall is named, and whose content is closely involved ESPH-SA.
its meeting on 2 September last year, the crowd of neighbors who were summoned by a committee of neighbors Palmar, we learned of the "Public Manifesto" approved by our Local Government and delivered on the occasion of the recent rumors circulated in the province, on the alleged use of land for the relocation rafaeleƱo
some precarious settlements currently exist in the central county
Heredia.
Such rumors have ceased to be, from the time the Mayor of Heredia himself admitted in a local radio station, your interest and your local government to relocate those in surrounding counties. Given the serious risk of contamination that could deliver in aquifers: Barva, Colima Colima Superior and Inferior, with the relocation to our counties of potential housing projects of high concentration and density, our people decided ahead of any threat that type, and express their discontent through the aforementioned Declaration.
This statement, although in solidarity supports legislative initiatives that are designed to favor the dispossessed and extreme poverty, eradicating the precarious living and providing them with decent housing, is also a wake-up call directed to private developers and the political authorities of central government, deputies of provincial and municipal authorities in the central canton of Heredia, to desist from any idea of moving into our cities urban projects that were needed for the relocation of settlements that exist in the area of greatest boom of Heredia.
This, for three reasons: 1) The first because it would be a disrespect for the autonomy of our local governments, municipal policies and position of their inhabitants, 2) The second, at the serious risk of pollution to a relocation of this nature could result in areas of aquifer recharge and discharge of the province, whose sources of water feed, with the exception of Sarapiqui, Heredia all cantons, including a part of Alajuela and much of Central Valley and finally, 3) Because it looks like the above, a responsible measure, much less if it comes from the representatives of these bodies political, national and local, which in the past fostered, encouraged and tolerated the development of those settlements in the territories under their jurisdiction.
As head of the drafting of the Declaration Piedra Grande "
setiem of 2 ber 2008, signed by over a thousand people, as well as the
" Declaration of San Rafael "of November 27, 1991,
that the former refers, formally refer this statement to the Board of ESPH-SA, with the hope that its content raises some agreement rigor, particularly be you the required by law to "take conservation (...) and protecting watersheds, springs, streams and riverbeds, streams, surface water and groundwater ..." in the region of Heredia. (See Article 6, paragraph g) of Act No. 7789, of April 23, 1998, Transformation Act ESPH)
