WHEREAS FIRST: That the Constitution of the Republic of Costa Rica, Article 50, states that "The State shall ensure the greatest good of all inhabitants of the country, organizing and promoting production and the fairest distribution of wealth "and that" Everyone has the right to a healthy and ecologically balanced environment.
