“Declaración de Santiago de Compostela”

La XII Conferencia de Intergrupos Parlamentarios "Paz y Libertad para el pueblo Saharaui", que comprende a la totalidad de los grupos que trabajan por la causa saharaui en los parlamentos, cortes y asambleas del Estado, así como en el Congreso de los Diputados y en the Senate, which comprises the set of parties represented in parliament, meeting in the Parliament of Galicia, has decided to issue the following statement:



1. Upon completion of 32 years of the proclamation of the Saharawi Arab Democratic Republic (SADR) Congratulations to the Saharawi people and on behalf of the Polisario Front - the only legitimate representative of the will of the people of Western Sahara - for the resilience it has shown against injustice to which it is subjected and by the continued effort to get the best living conditions both in exile and occupation. At present there are already 85 countries officially recognize the Sahrawi Arab Democratic Republic (SADR).
As part of the movement of solidarity with the Saharawi people of the English State, we welcome the relentless rise of the actions of solidarity and cooperation institutions, public and private, political parties and social movements have been made and that have converged in every Conference coordination of support to the Saharawi people (EUCOCO) developed in Spain, as well as those held in other countries, most recently in Rome in October 2007, which were represented.

3. We celebrate being carried out rounds of talks in Manhasset (New York) UN-sponsored and, while recognizing the intransigence of the Moroccan side, we wish every success to them so they can help end illegal and illegitimate occupation of Western Sahara and the Kingdom of Morocco. And again, we urge international organizations, including the UN, through the Security Council and the European Union, assuming the responsibilities that brings Spain as a member, so that an urgent, effective action to implement lead free further delay a referendum on self-determination in which the Saharawi people to decide freely and democratically their future

7. URGE EU TO DEMAND to respect international legality may sign agreements with the Kingdom of Morocco so as not to affect the territory or waters of Western Sahara or the political and economic rights of the Saharawi people.
8. The Saharawi Red Crescent, the international humanitarian agencies, associations and NGOs working in the field, find the grave crisis in basic food supplies, which is in the Saharawi refugee camps in Tindouf, and while we welcome the increase in humanitarian aid from the English Agency for International Development Cooperation (AECI) and we welcome a few months ago has entered into an agreement to support the WFP (World Food Programme) 2008 for the Saharawi people, we also appeal to the WFP and the United Nations High Commissioner for Refugees) UNHCR and the Governments and Institutions EU to assume their responsibilities and avoid, with urgent and determined action a humanitarian disaster affecting mainly thousands of children, pregnant women and elderly or ill.

9. Given that the cease-fire between the parties is the basis of UN resolutions seeking to resolve the conflict, stress the need for Spain or any EU country to sell weapons to the Kingdom of Morocco in this delicate moment for the process, as it disturbs the peace efforts, and suggests steps that could be happening to the resumption of the war by Morocco.


open reiterate our willingness to collaborate, consensus and cooperation, the efforts of the English government made to contribute effectively to give a just and final settlement of the political conflict in Western Sahara, on the basis of international law (which involves consideration of the Sahrawi issue as a process of decolonization) and the Saharawi people's inalienable right to chose freely their future and continued support from our institutions, to all organizations working in the fields of cooperation and solidarity with the Saharawi people.

Finally, we will promote the involvement of parliaments to:

- take all initiatives to support the recognition of the right of self determination for the Saharawi people.

- Supporting material for the development of the work of parliamentarians in the various inter-group, facilitating the conduct of all activities linked to the achievement of the purpose of parliamentary intergroup peace and freedom for the Saharawi people.

The Conference, through the Permanent Coordinator of the Intergroup, sent to all institutions and organizations needed the same agreements.
